Yesterday there was a dog that had all of its paws and its muzzle bound with duct tape and a plastic bag on it's head. Today there is a cat that has no front paws because someone wrapped rubber bands tightly around its paws so they fell off. Both of these cases took place in Phoenix, Arizona.
